It is approximately 200 years after the activities of the Akatsuki organizations. Villages expanded, countries fell, alliances were formed, republics and empires were born.
Once Akatsuki fell, the nine-tailed beasts were released from their tablet prison. Enraged, the chakra-composed beasts assaulted the world. When the hour of doom seemed nigh, the five Kages of the world had no choice but to unite together to seal away the terror.
Using forbidden jutsu, the Kages successfully sealed away the nine-tailed beasts in a desolate region known as Death Vale, located on the outer continent. The disappearance of their tremendous powers from the world created an imbalance, spawning one-tailed beasts across the globe. While not nearly as powerful, they quickly became a threat, each one being sealed into an individual to make them Jinchuuriki. Though it wasn't the best method, it was the only way to ensure the prosperity of the land.
The world of the shinobi has indeed changed. New, powerful jutsu are being taught to the militaries, organizations, and even young Genin. Some jutsu are considered obsolete, and useless to continue use.
Communications have advanced, allowing instant communication through jutsu with other villages. Technology has advanced as well, along with weaponry, making some villages highly industrialized. However, despite the many modifications, the grasp on old values are still maintained.
The Republic of the Leaf is currently the "strongest" of all the other powers as it's militia is highly advanced with new weaponry.
The Republic of the Sand has expanded beyond the desert.
The Republic of the Cloud is the largest of the powers, expanding over the Lands of Snow, Lightning, Claw, and Fang, while also having a formidable army.
The Republic of the Rock has expanded through the Lands of Earth and Bird, while also taking smaller villages to the west.
The Republic of the Mist has expanded through all islands throughout the ocean, making it a scattered, yet extremely efficient democracy.
The Empire of the Sound was recognized as the 6th great country in its war with Konoha 34 years ago. It soon gained power by expanding throughout the smaller countries and villages around it. Though it is technically the weakest of all the countries, it is still a formidable foe when it comes to combat.
The Villages Semester has now begun again and new students with extraordinary powers are being accepted from the upcoming Chunnin Examination.
